They did ask the Union to remove troops, and closed rail lines to the North until Butler declared martial law. And early in the war a third of the state legislature was arrested for fear they would vote for secession - a very likely prospect at that point despite having voted otherwise earlier - because Maryland seceding would isolate DC in enemy territory.
