One of our divisions at work are electricians. On builds where they do the electrical work they won’t hand over the documents needed for code of compliance until they have been paid the appropriate payments. Which means the building can’t be signed off to be occupied etc until we get paid.

That particular setup is something we chat about at work. Every now and then we have discussed how best to mitigate fires like that. I'm still trying to make my brain work properly in designing a system to rapidly isolate a container but always come back to a gantry system with a big crucible inverted to cover/isolate the container on fire, then pump in CO2, ABC dry chemical, powdered graphite, copper powder, or sodium carbonate.
