I got a really dirty look at work when I said to our compliance department something like "of course, you'll only catch people insider dealing if they're idiots, you should probably assume that for every 1 you catch, there are 5 you don't" and they really, really, didn't want to hear that.

tbf to actually get caught in the context of the discussion you had to literally declare the trades to the compliance team after knowingly doing it so my point stands.

compliance teams are about doing the minimum work to meet compliance including ignoring problems that arent explicitly called out in their guidance. by suggesting a new problem that they dont have written down you are now obliging them to acknowledge it and work on it. they arent mad at you that you are suggesting their work is bad, they are mad that you have explicitly called out something they had been able to willfully ignore.
