In that story the local baron or whatever was on the villagers' side and had handed over authority willingly. It would be interesting to see a story where Val encourages a real revolt against a corrupt noble. As a royal heir himself, I feel like he might be conflicted about something like that - although Val's certainly expressing some interesting views on obeying the law in today's strip.

In this context? No. I think it's explained in a later story that the human part of her split off from Mordawwa and that's the Erin we see here, but she remerges into one being before being deposed as queen of hell later on, and the Erin we see in the final case is her back on Earth for good.
