Can/bottle deposits is a roundabout way to encourage recycling. Turn in your empties & get a couple cents back. Then you get places that charge the deposit at checkout, so to get back to net zero you have to recycle.

The idea is that people who would be too lazy to recycle otherwise or just don't care can be convinced to recycle when there's money on the line. 10¢ a can builds up fast, and as a result ~90% of cans and bottles in Michigan end up recycled.

To build ln this, it's pretty drat successful, and can drives are a not insignificant source of fundraising revenue for like high school intramurals or whatever. Plus I'm pretty sure that everyone in MI has done at least one can hunt along the side of a road, picking up empties to return for a few bucks at some point in their life

Huge profits! They would need some sort of truck to move them. Maybe a mail truck? Do you know any unscrupulous mailmen?

You'd periodically hear news stories of someone trying to bring a bunch of cans from Indiana (no deposit) to Michigan. That really stopped working once the automated scanners became common. But even before that it usually ended in at least a fine for the perpetrators.
