And the one point that really stuck in my memory was how much the government had to be dragged kicking and screaming into measuring anything. Apparently if you don't look it can't be your fault. We got caught up in the after affects of a typhoon at the end of our holiday there. It had affected the Tokyo area and we were down in Osaka but were flying back to Tokyo Narita airport to get our flight back to Australia. Our flight from Osaka was delayed but still went ahead and we landed to absolute chaos at Narita. All flights out delayed, public transport all cancelled, no taxis etc. So we sat around watching the board for info on our flight and trying in vain to find get any info beyond ‘your flight is delayed’. Hours passed, our original flight time had long gone and other flights had been cancelled while a handful including ours were still ‘delayed’ until it got to 9pm and all remaining flights were suddenly cancelled. We had to grab a random employees of the airline to find out where our bags were and get them back (they were in a random unlit corridor lol) and then found out that we weren’t being automatically rebooked onto another flight but would have to do that ourselves. As was everyone else, you could see the seats disappearing as you tried to book them. We very luckily got seats for a flight to Sydney via Brisbane but it was 24 hours away. We couldn’t leave the airport, the shops and restaurants except for MacDonalds were out of food and we had nowhere to sleep. And still flights had been landing during this time and a trickle of taxis and buses were arriving with people who had been in them for hours and hours stuck in traffic trying to get to the airport.
Eventually the airport staff handed out sleeping bags and some crackers and bottles of water and we slept on the concourse floor next to check in counter. Everyone pulled out their plug adapters and charged stuff behind the desks and tried to sleep.
Twenty four hours later we got on our flight and made it home. That was the last time we were on a plane too as it was September 2019 and a few months later the pandemic hit lmao.
Anyway, that was how we found out that Japan wasn’t super organised and pretended that disasters weren’t happening as they happened.

Because if that really is the total number of tests, and the number of positives was 2,447, that's one hell of a positivity rate, and Japan is gigafucked. Like, I can't think of anywhere else that has actually hit upper 90s for positivity.

I did miss the masks the first time I watched it, though, so that might keep it from seriously popping off. The whole thing still seems like it's exposing people to a lot more risk than it should, though.

positivity rate is a metric for whether you're doing enough testing. according to WHO advice, if more than 5% of your tests conducted are positive, then you need to do more testing

also, it doesn't work for purely reactive testing: people get exposed, or they manifest symptoms, and they get tested. Some of these people are going to be negative just from being exposed and actually having dodged COVID, while others are going to be negative because they don't have COVID despite similar symptoms, but if all your testing is voluntary, then you're almost certainly going to get more than a 5% positivity rate

so hitting the 5% mark also means you need to testing people regularly, and you need to be going out and testing people proactively, in order to get ahead of outbreaks, especially since asymptomatic spread is a thing

less than 3,000 tests for a city the size of Tokyo? that seems real bad
