Move somewhere where the rents are cheap and take a bunch of art classes, focusing on figure drawing.

Fiction Writing = Same thing. Live cheaply somewhere, hone your skills, send your manuscripts off from the comfort of home.

Comedy Acting = Probably to LA. Depends on what you want to do. New York and Chicago are great for sketch and improv, but if you want to be in TV or film, LA it is. You'll need a day job of some sort, so now we're back to the "crippling unemployment in California" problem.

When you say you have friends in "the business," do you mean the entertainment industry? It's hard to give you more specific advice without knowing what you're actually asking about here.

Yikes no, that's not how it works. First of all, your GF needs to do her own drat networking, and she needs to start with other beginners. Writers she meets in classes, aspiring actors, camera/sound people willing to work cheap just to have a reel.

Amateur writers all have this lottery-winner attitude towards what they write. "I sell this and I have it made." A single, unproduced screenplay is worthless. Nobody's hiring anybody who can't demonstrate they reliably build onto their already large body of work.

Tell your GF to take the cheapest writing class she can find and befriend the best writer there. Repeat until she's built a dependable circle of readers who can critique each other honestly and usefully. Take acting/improv classes to meet actors. Every young actor fantasizes about a good writer writing a part just for them. PA for student films and indies to really drill in how much practical considerations affect a screenplay. Write shorts and put them on the internet. Write plays and stage them on shoestring budgets. Go to WGA events, Paley, Academy screenings, but - and this is important - don't suck up to the panelists. People who are already successful are all full up on friends.

The big truth about Hollywood is that people really only help their peers. Anyone older than you, more accomplished than you, you will never get in with them. You need to bring your own generation up to their level, have your own clique of people making the new exciting cool thing that those olds get shoved out of the way for.

And for god's sake leave producers alone. A producer attached to an unsold screenplay is worse than useless. Suppose you do get a bite, do you think the production company's going to want to pay some nobody deadweight's producer's fees? The only producer who'd even go for that is one of those "I've got an idea, you write it and we'll split the profit!" schweens.
