Extra bonus special sauce of this ruling is that it compels the administration to act according to one judge's whims in foreign policy and negotiations. This is veering in to really, really loving dark territory because if the judicial branch starts ruling on foreign policy then every single other foreign entity needs to take in to account 50 different state judicial systems and every judicial district instead of being able to negotiate or sign treaties or anything at all with just "the United States" since it could be overturned in an instant because 'gently caress you'.
