I mean yeah. Most (IIRC like 75%) of the people arrested by the NYPD in summer 2020 for breaching social distancing rules were black or Hispanic. The NYT had videos of cops politely asking white people to move apart and handing out masks, and of cops beating and arresting black people at an illegal block party. Are cops currently using mask mandates as yet another excuse to harass POC? I don't know, but it honestly wouldn't surprise me.
