Kier said he would start at 1-2% and negotiate up from there. The Tories gave them 3% and claimed the moral high ground. It's like I said before, incompetence and stupidity don't explain it.

They have a 1984 style surveillance system that's barely monitored at all because even with robots they don't have the people to meaningfully do so. Also the other joke is that in any other society, Dredd would probably be Ned Flanders.
