that would be undoing the entire point of blockchain assets which is that there is no central authority that tracks ownership and that whoever the ledger says owns it is the rightful owner even if by non-blockchain standards they "stole" it

(outside, of course, a central authority basically being big enough to domineer the block chain into making the ledger agree with their opinion of what the ledger should look like. AKA, a 51% attack, AKA the point of a government and a complete undermining of the usecase for block chain)
