For what it's worth, infection-acquired immunity is generally stronger than vaccine-acquired immunity, but doesn't last as long. Best data I've seen is that you cut your chances of getting reinfected by half if you get a vaccine post-infection. So it could absolutely be the case of people getting infected and reinfected - COVID's a monster that way. Iran also lies a lot (more than we do  ) and has a very weak internal press with a reported 39% vaccination rate and a government that doesn't want to talk much about their lovely vaccination rate.
