So, in that book I read, The Five Families, the way labor racketeering works is a union is compromised with mob members or mob-friendly members installed in leadership positions. Then that union and it's associated companies bid projects while using the mob to scare off other bidders. Basically, the mob companies are known, and it's generally known among most contractors to not even try competing with them. Once they're installed as the bid winner, they use threats of labor slowdowns and other tactics to drive up the price of the project so they can skim off the top. The people who hired them end up trapped because no company is willing to compete or replace them and they end up paying whatever they are asking. It's hard to feel bad for big developers this happens to, and actually some of them have historically preferred dealing with the mob because the mob is willing to mete out it's own discipline among the union if the customer has problems with them and is paying. It gets less amusing though when they are juicing the poo poo out of government contracts where the money is supposed to be going to something good like in this instance a hospital.
