Always reminds me of some old vestige of automakers (mostly familiar with GM with this) having OBD built into devices. The Deville I had its own OBD II code reader on the dash. Had to be some engineer who thought it was cool and slipped it through. Can't imagine much use for a typical caddy owner being able to show P0171 on the dash. My '90 RX-7 had a diagnostic plug under the hood that you could similarly short two pins.
