It was a deliberate action. Weirdest detail from that day, the number of shoes on the street after people had literally been knocked out of them. Cops had deployed military vehicles on the pedestrian mall to presumably protect property so they had left access roads unbarricaded to facilitate that, leaving just road signs in the middle of the street.
