Hal Foster does a great job of narrating the world that Val lives in and it would be a mistake to think that it's the author's own opinions.

They're not serfs, they're men-at-arms. Which, considering their leadership, means they're a bunch of bully-boys with no talents or opportunities except violence. Lacking any leadership, they'd plunder the castle, kill anyone in their way, and head out into the world as bandits. With competent and principled leadership, they can potentially be molded into trustworthy soldiers. When they've proven that they can follow orders without deserting or pillaging, then they will have earned the right to be considered trustworthy men. Until then, the only way to keep them in check is via bullying.

He's making fun of paratroopers. Being more or less elite they were pulled from the front somewhat quicker than "foot" infantry. Certainly by october they had been pulled from Market Garden and would be refitted and waiting their next jump/assignment while Aachen would be a total meat grinder for regular infantry.
