Terrier men frequently are but they'll rarely use guns to dispatch. The whole setup is designed to give a long chase rather than 'chopping' the fox rapidly. Ideally they want to get a solid chase from the fox without it going to ground - if that happens it'll be handed over to terrier men who will either flush with terriers to guns or hounds, or dig out and bag the fox to be released to hounds later. They've spent a lot of time figuring out how to make it as cruel of a bloodsport as possible.

Jesus Christ it's actually worse than I thought. I had an ex whose parents had a fat little terrier and a Fox living in the neighborhood found out about him and would stand in the backyard taunting him until the terrier went ballistic and chased him. Then the fox would breezily outpace and tease him the entire time until he ran completely out of gas and sulked his way home. It was one of the funniest things that I've ever seen, and the idea of just shredding a funny, mischievous animal like that for funsies is sick.
