A fishing license is more a "harvesting wildlife" license, so I'd need one if I happened to be able to just grab a bass out of the water for instance. I would think the same principles apply even if the fish fell out of the sky.

So the ATMOSPHERE is what needed the license. What are the rules around - let's say - a friend went fishing, caught a fish without the proper license, then gifted it to you? Is that the same as trafficking in stolen merchandise? Or does the Game Warden just shrug and be mad at the person who did the harvesting?

You'll have staff like the food courts, janitorial, and others who get a day off but everyone else is either WFH or comes into the office. The guidance is telework if possible and whelp COVID.
