A fishing license is more a "harvesting wildlife" license, so I'd need one if I happened to be able to just grab a bass out of the water for instance. I would think the same principles apply even if the fish fell out of the sky.

You'll have staff like the food courts, janitorial, and others who get a day off but everyone else is either WFH or comes into the office. The guidance is telework if possible and whelp COVID.
