IMO conceiving of a universe is a side effect of consciousness more than an accurate label to what's going on. It's such a non-specific infinite umbrella term that we may as well (and frequently do describe) the phenomenon as, "infinite intersecting universes based on how many conscious beings are in <that> mesh."
