Specifically the gantries to put cameras on for the offside decisions - they have to be at least <x> distance above the pitch and <y> distance from the goal line, most smaller stadiums don't have setups for that. Even some older Championship grounds don't have it because even though they *do* have gantries for cameras they also have fans or pillars or other stuff in the way. I can't remember which club it was - maybe Fulham? - had this problem when they came up to the Premiership and had to pay a shitload of money to get the roof of their main stand reinforced for camera positions up there.

It does seem weird to use VAR in some FA cup matches when its not available for all. I get that many grounds outside of the PL can't support VAR but then maybe don't use it in the early rounds?
