I want to say it's talked through telepathy at least once but that's not even really a vague memory, just a thing that I may be imagining. But the bearded pirate (Nate) has directly threatened the sharks before when they were around Louie, so him threatening an octopus for doing the same even if he can't hear it talk isn't surprising.
