There are a load of farms on the English/Scottish border where they have certain types of outbuildings in England and some in Scotland - something like stables are business premises on one side of the border, storage buildings on the other, so they can arrange it so they only pay rates on a small proportion of the premises. I don't think there's ever been that sort of difference between England and Wales, although Wales does now have slightly different building regulations to England.
