A creature isn't "unblocked" until after the opponent had a chance to block it. The ninjutsu effect on its own is whatever given the cost and the requirements to make it work (you gotta have another attacker worth cloning that doesn't get removed in response), but being a one-drop enabler that you can ninjutsu back in later for value makes it a lot more appealing, if there's other good ninjas for it to enable.
