Also, as cute as deploying a bunch of tiny outposts in the middle of nowhere sounds, I'm not really sure what the actual point of it is supposed to be. In-game I believe that inhabited bodies will establish trade with NPC shipping routes and will slowly generate Infrastructure without much input from us, though yes they might be a bit cramped. It's certainly more economic activity than a dead rock.

You need to remember that this is a small-scale proof of concept. The full proposal is that this would involve orbital habitats being towed around by tender ships with their population in cryo for the trip. The theory is that the sudden massive workforce comfortably based in the orbital hab can quickly bootstrap planetside industry and establish a functional colony with relative ease. Eventually the population will increase enough that it outgrows the habitat, but the overflow will be sufficient to grow the colony on its own, having gotten the best start possible. At this point the orbital station leaves, carrying a fresh cadre of founders in cryo on to the next location. It's basically a Johnny Appleseed approach to colonization.

Obviously this is a bit overkill at the moment, but in future it might be a very efficient way to settle new bodies, possibly whole solar systems.

The men are identified as members of the East Antrim Brigade of the Ulster Defense Association, a right-wing terrorist organization with suspected links to the Gladio network. John Gregg, suspected by Irish security forces to be the commander of the brigade, is among the dead.

The Joint Committee on Artificial Gravity tests a prototype gravity-emulation system at small scale, using an orbital shuttle modified as a testbed. When discussing the test, the scientists are very insistent on pointing out that what they're doing isn't technically 'creating gravity', and say a lot of stuff nobody understands about 'manipulating Trans-Newtonian fluidspace to emulate the effects of gravity in realspace' and a bunch of other technobabble. If it works, it should generate a controllable simulacrum of gravity, whose force and direction can be manipulated at will, for relatively low energy expenditure. Internally they've taken to calling it 'pseudogravity' or 'p-grav' for short; everyone else just calls it 'gravity', to their continual irritation.

Their first tests were effective, but only for short, microsecond bursts, and were quickly repurposed as sensors - the 'ripple' the device sends out through the Trans-Newtonian fluid is readily detectable (and also readily felt, aboard the ship operating the sensor). This attempt will try for a more sustainable reaction. The goal will be to emulate one G on a one-meter-square metal plate in the shuttle's cargo bay.

0.45 seconds after the enormous mess of machinery wired to the plate is powered up, the shuttle explodes. Examination of high-speed photography and other sensor telemetry shows the spacecraft being warped, twisted, and finally ripped apart by an unseen force, centered on the plate and radiating outwards in an approximately spherical pattern. That wasn't supposed to happen. Got some good data, though.

Up to this point, the KGB had served as the de facto intelligence agency of the Communist Interplanetary, in an unofficial capacity. Their role is now gradually being assumed by SPECTRE. This includes ongoing interviews about the events of March 1983, and investigations of possible connections to reactionary organizations and counterrevolutionary governments. Some of these agents are literally the same agents as before, but with different uniforms.

In any case, while these investigations uncover some leads, they also identify people who behaved with particular distinction, and their commitment to the cause is noted in secret records.

The Ascension Accords are signed in a ceremony on Ascension Island. Every non-Comintern nation with a currently-active space program of at least some kind - namely, Japan, India, Iran, and technically Hawaii - sign, as does Argentina, though their interest in space is more aspirational than practical. It is one of the first real diplomatic overtures of any kind the isolationist Iranians have made to the Comintern since the Iranian Revolution, and is somewhat unexpected, though not unwelcome. The lack of any real protest or argument as to the contents of the treaty is a little surprising, but then again it has been in the works for over a year, there's been plenty of time to raise objections.

There is now a formal treaty in place governing the use of space.

It makes a good centerpiece for the TV coverage of International Workers' Day.

The old name had been highly controversial - there are actually several dozen tribes of various size represented in the small nation, for one, and the 'five tribes' of the name had once been known as the 'Five Civilized Tribes' to the American colonizers. On a more practical note, the name was almost identical to the Five Nations, another Comintern member state formerly known as New York City, which was frequently cited by diplomats from both states as 'annoying'.

Egypt and Sudan approach the World Forum requesting mediation of a territorial dispute over the Halaib Triangle, a stretch of land claimed by both countries as a result of an error in the drawing of British colonial borders in the early 1900s. There isn't really anything much in the Halaib Triangle right now, so exactly who ends up with it is of no great importance to the Comintern, but it is notable as the first time such an appeal has been made to the fledgling World Forum.

The Islamic Socialist Republic of Iran successfully launches a small, unmanned Trans-Newtonian spacecraft into orbit. The vehicle masses about 100 void-tons and is powered by a simple liquid-sorium rocket engine, primitive and obsolete by Comintern standards. All signatories to the Ascension Accords were informed of the flight and given some information as to the spacecraft's flight plan and some basic specifications; in the documents submitted, the spacecraft is referred to as an 'Engineering Test Article'.

The first three railgun batteries , located in Asia, are completed and brought online. They are assigned to Orbital Defense Command Chengdu. Battery A is located in Iraq, and intended primarily to neutralize potential Israeli nuclear threat. With this safety measure in place, diplomatic efforts in Israel can begin, though caution must still be exercised, for the sake of all parties involved.

A celebration of the 25th anniversary of the Moon landing had been planned for last year, and indeed legislatively mandated, but the plans had been preempted by all hell breaking loose. Now, a year late, they can finally happen. An international holiday is declared commemorating the history of human space exploration and honoring the early pioneers, and televisions around the solar system broadcast footage from the Apollo 11 landing site on the Moon. There, in the presence of various dignitaries (and surrounded by dozens of LSDF troops concealed in discreet defensive positions nearby, just in case), Hawaiian Royal Space Agency Chief Astronaut Neil Armstrong, Director of NASA (National Reconstruction Committee) Michael Collins, and PRCal private citizen Buzz Aldrin descend from orbit in an AAA passenger lander. Collins emerges first; it is the first time he has ever set foot on the Moon. He had prepared a speech for this moment, a copy of which will be preserved in the history books, but he never delivers it, struck speechless.

The very first thing the three men do is raise the fallen flag, and plant it firmly in the regolith. The flag has been bleached almost white and is no longer recognizable as an American flag, but it's the principle of the thing.

They spend the rest of the day exploring the site, giving the cameras a tour, reminiscing, examining the mission hardware and commenting on its condition, discussing various aspects of the space program and their experiences in it. When it's all done, the last thing they do is to formally inaugurate the site as the first exhibit of the Lunar Aerospace Museum. A plaque to this effect is left behind, and work crews immediately set to work fencing off the entire site to limit further contamination.

The Apollo 11 crew catch a brand-new COMRAIL train from the nearest settlement and spend the night in Lunagrad. Aldrin will later comment to a Californian news interviewer that boarding a train on the Moon was the most surreal experience of his life.

This time they manage to catch it on film - a small, distant light source at ground level, a pinpoint of light appearing, moving along the surface for about 45 seconds, and then disappearing. There is no obvious explanation; it could be an automated system somewhere in the ruins, for all you know.

The terms of reparations payments to Haiti are finalized. Though most of the repayment will be in rubles, the de facto global reserve currency, part of it is instead to be delivered in the form of refined TNEs, which, when combined with Socialist Aid Program development and TN industrial construction, will help to modernize the local economy.

SPECTRE agents report that they've located elements of missing forces belonging to the US Government-in-Exile, previously stationed in Japan, in Florida. The 350 men they've found, still in uniform and under arms, are a small fraction of the total force they had in Japan, and there's still no sign of the Joint Chiefs, but it does confirm suspicions that at least some of them were secretly relocated to the Americas.

The Hawaiian Royal Space Agency's experimental seafloor TN mining vessel Glomar Explorer returns from an unusually long mission, and immediately heads to the Hawaiian Navy fleet headquarters at Pearl Harbor, rather than the HRSA's own dock facilities. Though Hawaii is a close ally, this is still deemed sufficiently unusual that SPECTRE opens an investigation, and MOSA reaches out to Director Hughes.

A geological sensor pass by CSV Skarbnik reveals a mass of refined Trans-Newtonian materials in the ship's hold, which would be consistent with its stated role as a mining ship.

Orbital Defense Command Luanda and all associated railgun batteries are brought online. The African continent, birthplace of humanity, is also one of the world's most important sources of food, with the thriving agricultural economies of nations like Zimbabwe and South Africa feeding millions of people around the world. Protecting it was deemed a high priority.





MrPwase, formerly in command of a People's Army security battalion, is transferred to command of the formation. HabeasCorpus, TelsaCoil, and Petenka Kuznetsov (I ran out of goon ground forces officers) are given command of the three batteries. TelsaCoil is one of the IPA's premier archaeology experts, and while this assignment will give them vital command experience, it is a waste of their talents; as soon as a more appropriate command is available, they will be transferred to it.

I mean it's definitely a non-zero chance. Given they had access to the guys who'd been studying the Roswell craft it's possible they knew there were other craft that crashed in a similar time frame and possibly even what segment of the globe was likely to have been the crashsite. If the majority of it contained a portion of the Pacific they would be perfectly placed to find and salvage it.

This was to be the first election in which all of North Carolina voted since 1968. The reclamation men had done their duty, and paths now snaked through the radiation barrier blocking the coast from the interior. It had taken some wrangling, especially with the Lumbee and Cherokee, but the state was now united and going to the ballot box.

The Republic of the Outer Banks (the name was going to be changed by referendum this election) is a parliamentary communist republic. Basic economic rights are guaranteed by the constitution, as are civil rights and anti-Jim Crow provisions. The primary political parties are the Marxist-Lenninists, the Syndicalists, and the Christian Socialists. Minor but important parties are the Trotskyites, the American Indian Movement, and the Black Panthers.

The incumbent prime minister, Richard Monckton, is Christian Socialist, which was an upset from the projected win by the Marxist-Lenninist candidate the previous election. After the last election, the current governing coalition is Syndicalist-Christian Socialist-AIM, with the Black Panthers providing supply and confidence. Major issues this election are providing Socialist Aid to the newly incorporated areas of the republic, relations with neighboring states, and increasing the size of the navy.

Early polls projected a return of the governing coalition, perhaps with a flip-flop of the Syndicalist/Christian Socialist numbers. As the night went on, however, it became clear that the Marxist-Lenninists would emerge as the dominant party, securing a majority in the house. This is attributed to the recent changes in the Soviet Union, which have made Marxism-Leninism much less frightening to the inland voters. Additionally, the party led a ferocious campaign inland, barnstorming many areas which rarely saw any sort of government official prewar.

This new government will likely not coalition due to their majority, but they are reaching out to AIM and the Black Panthers for their positions on certain matters. The referendum on renaming the country returned the name “Tar Heel Confederation.”

On Social Revolution in Marx-Leninism post Great Revolutionary War

Often considered to be the most "conservative" tendency within socialist thought, Marx-Leninism as spearheaded by the USSR is notable for often aligning with socially conservative elements within a nation, only advocating for the economic and political transformation towards Communism. Lately, however, this has begun to change. In many areas, M-L thought has become popular with elements of society, many still underground, who discard these elements in favour of a new variety, one where outcast and vulnerable groups are empowered. While definitely a new phenomenon, this blending of orthodox comintern thought with feminist and queer empowerment recalls it's older form in the mind of many, that seen in the 10's and 20's, when it was still a young and ever-changing brand of thought.

This new development seems to have three primary causes:


First is the announcement of the Comintern Bill of Rights. While revolutionary declarations of these sorts of declarations are not uncommon, their actual implementation tends to be rocky at best. For instance, the Soviet Union itself once had a similar declaration, whose tenets were then discarded. This new push seems to be a combination both of the popularity of the bill and a determination not to let history repeat itself. That is, it is because of prior failures of these types of declarations that those who stand to benefit most are organizing to legitimize it and in turn synthesizing themselves with M-L thought.

Second is the political reorganization that has recently taken place within the USSR. With the "New Lenin Levy" opening up the political sphere, vast amounts of people who were excluded from the process before have now entered it. This has lead to two notable trends. First is that many marginalized groups now have access to political representation. Second is that this representation is within the head of the M-L sphere. This means that these people are now legitimized in the eyes of said sphere, but also that M-L thought is now legitimized in their eyes. At least, for the moment, in any case.

Third and finally is the increased ease of international movement combined with the massive refugee crises in the wake of the Great Revolutionary War. Today, from Paris to Moscow is only a train ride away and even the moon itself is increasingly accessible to the average worker. As well, great movements of people have already occurred, crossing national boundaries for the sake of safety. The end result of this is an increasing admixture of people and the spread of new ideas, often unconsciously spearheaded by the most vulnerable. While the end result of all this has yet to be seen, for now it means that new waves of thought are spreading and rapidly to places where they were not even considered before, including to people already deeply enmeshed in orthodox power structures.

The small advance team MOSA sends to Pearl Harbor is ushered in to a secure hangar under heavy guard. They discover a mass of twisted metal and machinery, scorched and melted, not at all recognizable as a spacecraft or indeed as much of anything at all. It will take some work to determine what exactly this was, although a cursory once-over confirms that it is, A, definitely a piece of technology, and, B, definitely not of human manufacture.

The German revolutionary and elder statesman Rudi Dutschke, head of state of the German People's Republic, dies unexpectedly in his sleep. An autopsy will determine the most likely cause to be complications related to head injuries sustained during the Revolution in 1968. A national day of mourning is proclaimed.

Another Electron surveillance ship is constructed, and work on its Proton counterpart begins.

Comparing the more intact pieces of the Hawaiian wreckage with our own Roswell object leads the MOSA team to conclude that the former was, when intact, of an identical design to the latter. However, unlike ours, which is merely damaged, this one seems to have been blown completely apart, with much of it missing entirely, and the remainder massing no more than 100 tons, in one large piece and several smaller pieces. The propulsion and power systems are missing entirely, and hypotheses our team has put forward for the cause include an explosion in the engines or fuel tanks, or a reactor explosion.

While we already have a relatively intact model, this debris will still be an object of intense study for some time.

A massive reshuffling of ship commands immediately follows, with Pirate Radar, SavageGentleman, and Dirt508 reassigned from existing ship commands to the new spacecraft, and Veloxyll, HereticMind, Calebc789, BwenGun, and Rorac all given their first actual commands, three of them filling the newly-created vacancies and two assigned to recently-built FESTER ships.

No formal hierarchy for the armed fleet has been officially defined, so the three ships are grouped into a provisional formation designated '1st Patrol Squadron', under the direct command of the Ministry of Outer Space Affairs.

HRSA launches a revolutionary new passenger vessel. In addition to being fitted out entirely with Vasilyev-type cryopreservation tubes instead of standard passenger berths, the ship is more than twice as fast as any other vessel of its type currently in service, and has nearly double the range. The Princess of Mars is turned over to the Fraternal Order of Mars, and is a true interplanetary vessel, capable of carrying up to 50,000 people virtually anywhere in the Solar System and back again. Her name, design, and function are all representative of a single goal - to one day return to Mars, on our own terms.

Upon arrival, the Venus expedition enters orbit and activates the sensor arrays. They produce some fine multispectrum imagery of the planet's lifeless surface, and a wealth of scientific data, but no sign of little green men or Bermuda Triangle disappearances yet. They are acutely aware that both are definite possibilities at this point, and will be thorough and methodical in their search.

December 8, 1984
After months of negotiations between the Israeli government, the Israeli left-wing opposition, and Palestinian national liberation forces, with frustratingly little headway, the Israeli junta pulls out of the process entirely, cutting off all official channels. The Israeli Communist Party, along with the PLO, are equally fed up, and representatives of both make quiet requests that the Comintern begin considering options for a military intervention.

December 11, 1984
A coup d'etat occurs in Israel. The first evidence that such an event is occurring comes from FESTER surveillance, which detects weapons fire, explosions, and fires at Camp Rabin in Tel Aviv, followed by similar in Jerusalem and several other locations throughout the country. Reports quickly follow from contacts in the Israeli communist underground and the Palestinian resistance movement, both of which express confusion and disclaim responsibility.

With fighting still ongoing, Israeli state television broadcasts a view of the Knesset chambers, with every seat filled by uniformed IDF soldiers. The man chairing the meeting, a major from his rank insignia, pushes through a slate of 'legislation', with all of the 'Knesset' voting unanimously for each one in sequence. The first strips the generals currently acting as the de facto Israeli government of rank and charges them with treason. The second orders that negotiations with the Communist Interplanetary be immediately resumed, and that mediation be sought. The third calls for new elections to the Knesset as soon as practical. The fourth and final is a declaration of martial law, with a strict curfew and orders for all civilians to remain in their homes 'for the duration of the crisis'.

The People's Congress was weeks away and still being prepared, but given the urgency of the situation, the timeline is accelerated. It's nominally happening in Riga, but in practice few of the delegates are actually there, and the vast majority of this session will be done via videoconference.

December 12, 1984
Fighting in Israel is dying down quickly, with the coup forces having seized most major state and military infrastructure and most of the junta already arrested or dead. The plotters seem to have been mid-level and low-level career IDF officers, mostly relatively young, and with no established connection to the Israeli left. They have already reached out to our diplomats, requesting that negotiations resume and urging that the Comintern not intervene militarily. They even propose a mediated Israeli-Palestinian summit, and request a specific man to mediate.

The man they request is General Joe Slovo of the South African Defense Force. Slovo, a Jewish man of Lithuanian ancestry, has been an active South African Communist Party organizer since the 1940s and was one of the primary founders and leaders of uMkhonto we Sizwe, the armed wing of the African National Congress, which led the successful liberation struggle against apartheid. As a career military man, a communist, a veteran of both the fight against the Nazis in WW2 and the anti-apartheid struggle, and a well-regarded negotiator, he's highly respected by all parties involved.

“Our bureaucracy must expand to meet the increased demands of our expanding bureaucracy.”

We propose the creation of three new ministries within the CI, principally to meet the standards we have imposed upon ourselves with the Bill of Rights. These ministries are the Ministry of Labor, the Ministry of Education, and the Ministry of Population Statistics. They will oversee all relevant activities in CI territory.

  • Ministry of Labor: work with cybersyn to ensure we have detailed information about our labor pool, work with other departments to anticipate and plan for future changes and demands of our labor pool, create and enforce standards (safety, quality, etc), dispute mediation, training.
    Examples of programs: joint program with ministry of education to ensure smooth and easy transfer from education to work, joint program with military to establish entry/exit program to both screen/improve recruits to military as well as ensure smooth transfer to civilian life after tour of duty, mobile labor units to travel the world and respond to short/sudden spikes in needed workforce (harvest season, socialist aid programs, disaster relief).
  • Ministry of Education: Creation and maintenance of facilities/equipment/supplies necessary to meet our obligations, work with cybersyn/planners to estimate future needs and how to meet them.
    Examples of programs: Create and regularly update a common curriculum to create a minimum standard of education, research/test/implement alternate methods of teaching to better meet different student demands, absorb relevant projects such as the universal second language program.
  • Ministry of Population Statistics: Collect, update and present statistical data, aid other ministries in information flow, data protection.
    Examples of programs: Run a census on the entire CI and develop routines to keep this up to date, chair major project to determine governmental records of citizens (what we need/should know, how it’s gathered, how it’s stored, how it’s accessed, etc), chair second major project to plan and implement a CI-wide personal id project.

Regional Forum Creation Act

Expanding on the World and North American forums, this would create an equivalent for every major geographical region. Tentatively, these would be South America, Europe, Africa, the Middle East, Asia and South-East Asia. Membership in a forum is non-exclusionary and their mandate is to resolve issues of:

-International Diplomacy
-Commerce and Trade
-Resolving International Disputes
-Negotiating Treaties

With specific organs and jurisdiction being the wherewithal of forum members.

A Proposal for Increased Oceanographic Research

Hawaii has given us the second example of a non-Comintern polity getting access to ET technology via oceanic salvage of crashed spacecraft. Clearly, we are behind the curve in this department. I propose a thorough surveying of Earth's oceans with a focus on hunting down any other crashed spacecraft. Assuming these ships crashed at random locations, there's about a 3 in 4 chance it would impact in one of earth's oceans. So far we have one in New Mexico, One near the Devil's Triangle that Japan found, and now Hawaii has one as well. It's sensible that there's at least one more down there. All the ocean salvage has been much less intact than the Roswell Object, with comparatively negligible scientific value. We can't take the chance that some hostile power finds something truly valuabe they could reverse-engineer.

Geosurvey vessels currently idle can be tasked with orbital scans of the ocean right now, and in time we could develop TNE scanning equipment to be put on a small fleet of seacraft to do sweeps of the ocean floor. Ideally, we'd start in unquestionably Comintern controlled waters, though if possible a thorough study of the Indian Ocean would be good.

The second Chairman of the Deutsche Volksrepublik, Peter Brandt was originally the son of West German politician Willy Brandt, who famously defended his son’s choice to march in and be arrested in the student protests of 1968. Following his father’s death in 1969 and the Revolution, Peter Brandt became Berlin’s de facto leader during the chaos and was selected to be Minister for Education and Culture when the DVR was formed in 1973. Re-elected in 1978 and again in 1983, Brandt is a surprise pick for the position; at 36, he is quite young for a politician, even considering having been part of the 68er-Bewegung. Rumor suggests Chairman Dutschke expressed a desire to have Brandt succeed him.

People of Germany, I am Peter Brandt, Minister for Education and Culture. I have been chosen, by the collective vote of the Ministerrat and with the approval of the Volksrat, to act as Chairman until elections can be organized.

Last night, the German People’s Republic lost its dynamo. As you may have heard, Chairman Rudi Dutschke – my good friend – died in his sleep. While we do not yet know exactly why, it seems likely that the wound from being shot in 1968 finally claimed his life. I am thankful that I, and all of us, were granted as much time with his energy, his vision, and his strength as we were. He endured much to stay with us for that time; now, he can rest.

(Chairman Brandt’s voice audibly shakes towards the end of this paragraph; there is a pause, and an audible inhalation, before he continues.)

It falls to us to continue forward into the future. Chairman Dutschke believed, as I do, that history is a never-ending effort. It cannot end, and it cannot be reached quickly; life is a langer marsch, through power and to prosperity. That march and that history is made up of countless events, building onto each other into infinity, forwards to the future and backwards into the past.

Kameraden, we cannot change what stones have already been laid down. I cannot force death to return my friend Rudi to us. We cannot un-detonate the bombs of the Great Revolutionary War, nor un-fire the gun which was aimed at Dutschke’s head, nor undo the mistakes of our fathers and their fathers. Nor can we get lost among them; the past is not a place for the living. We do not, and will not forget what has been done. We remember them – our mistakes, our failures, and our triumphs as well – and learn from them, and that is all we can do. We must keep marching, into the brighter future of the world.

That is what Rudi Dutschke wanted for the people of Germany, and the people of the entire world. It is what I want, as well. On Monday, we shall return to work and continue our advance – towards the stars, and the future. But tonight, we shall mourn, and remember the man who threw open the door, and showed us the way.

Antarctic Reconnaissance and Research Proposal.


This act will cover both the investigation of any existing settlements on the southern polar continent through physical (I. E. naval vessels) and electronic (FESTER) means with the aim of determining their current situation, as well as allowances for aid should they be in dire straits.

Additionally, this act will fund the creation of research bases for the study of ecology, weather and similar fields on the continent, with a provision for an extra package of funding if there should be any discernible traces of extra-terrestrial or TNE sites in need of examination.

-Noting that Antarctic settlements will have the right to international recognition and self-determination if they should choose.

Whereas the rapid advancements in computing power as a result of the TNE revolution allow ever faster analysis and connection of data from multiple sources
Whereas the goal of socialism is the liberation of the human race from oppression and an end to class warfare
Whereas the implementation of socialist thought depends on flawed institutions and individuals
Whereas existing socialist states have already created secret police and surveillance agencies in the past
Whereas an institution granted a power will always find a way to justify the continued use of said power
Whereas the defeated capitalist class must not be replaced by a new bureaucratic class

Recognising the valuable contributions of the FESTER-system during the GLADIO crisis the only exception to this ban shall be a 24-hour waiver, to be requested by the affected COMINTERP member organisation in moments of crisis comparable to the GLADIO crisis, with a maximum number of two renewals for a total of 72 hours.

Amendment 1)
The data collected by FESTER will be made public no later than either
1) the program is ended completely or has de-facto been ended
2) all COMINTERP-recognised governments on Earth are either members or associates of the COMINTERP
3) a COMINTERP agency tasked with FESTER oversight finds that continued secrecy of FESTER data is no longer necessary
The entirety of FESTER data shall be made available after suitable processing to protect individuals' privacy rights, while citizens of COMINTERP member organisations will have a right to receive any data collected on themselves.

What's interesting is that we didn't seem to notice the TN deposit that was curiously not phased into a different dimension, while sitting on the sea floor, from our sensor equipment. Is it possible for us to use our sensors such as the FESTER platforms to actually look for TN materials where there ought not to be any?

This requires revealing the existence of FESTER to the world at large, something that the capitalist die hard forces in GLADIO haven't figured out the existence of yet. They may reason that we have some detection capabilities, but not the specifics. Their backs may be broken, but I would rather we be able to learn the fates of the rest of them than to learn that they've managed to quietly unload a platoon of marines onto Ascension Island via sub with a Fuel Air Bomb and a death wish.

This platform should be leashed, but we still have plenty of reasons to use it without stooping to spying on domestic political enemies.

I think that can be achieved by tying publication of FESTER records to either 1) the decommissioning of the program or 2) the accession of every recognised human government to either membership or association status in the COMINTERP. Once either of those happens the anonymised data gets made public (surely FESTER also produced data that would be valuable to academic study) and citizens get the ability to request their personal data, if such exists.
