Kind of impressive they got away with the whole Gowron arc really since it doesn't paint the Federation in a super positive light given the cold war treatment. Federation installs a weak puppet leader in old enemy state to piss off and deny control to a stronger foreign adversary who was trying to move in and take control via their own puppet. Gowron is too weak to stand alone and needs constant federation support to maintain any hope of leadership. Then off the back of that support thinks he's God's gift, turns against them, so the Federation has him killed and eventually replaced with people more sympathetic to the Federations wishes.

It's just like poetry... Unrelatedly, In the Dixon Hill scenes on TNG there was a debate on whether to make the holodeck part in black and white to fit the 40s theme. In the end it was decided that it would drive too much of a wedge between the A plot in the simulation and the B plot on the Enterprise and break up the continuity.
