It's alittle on the lower side, but outside of a few low costed vehicles like Smuggler Copter, vehicles haven't made much impact.

Outside of Copter and Heart of Kiran, it took years for another Vehicle to be playable in Constructed.

I don’t think they mind lower crew costs on colored vehicles. They just want to avoid situations like Smugglers Copter where a colorless vehicle was played in almost all decks.

How many vehicles with Crew 3+ got played in constructed? Heart of the Kiran had the pw loyalty ability and Esika's Chariot just makes its own drivers, anything else?
