That car snatcher owns. Two forks for each axle, seem adjustable enough that you could restrain the car at low speeds by adjusting the forks. Being the kind of tow job that is, the driver probably goes to a parking area or wider street to curb on while strapping the wheels or anchor points. That happens all the time with repo drivers in the US. They'll snatch a car and move a few blocks away before stopping to properly secure it.

I think the last time it was posted someone said that bearing grease smokes up nicely like that, the bearings are probably crazy overheated when it seizes up and then the lubricants just start frying.
