So this dude happened to be in prison at the same time as Belluso. Belluso, for some reason, says "Oh yeah one time I gave art lessons to this girl, Sarah Morgan, daughter of Rex Morgan, who is a doctor at [whatever hospital]." I also assume that Belluso continued by saying "One day, when Sarah Morgan becomes a professional artist, or sells the rights to her art for someone else to use, I intend to say that she stole the design from me, and will sue her for millions of dollars."

Both of them then got out of jail at the same time. This dude sees Belluso's press conference claiming that the Doggo Twins are his character designs and Sarah must have stolen them, and goes "Oh no, but I already know all of Belluso's evil plot! I must go find Rex Morgan and tell him this right away!"

I know he hasn't actually explained what he knows yet as of today's strip. But as ridiculous as this seems, it feels like it's the only way this situation is plausible. Nobody knew Sarah was involved in the new Kitty Cop book until that dude's sister called the local news station, and Belluso wasn't Sonny's cell mate at that point because he called the press conference almost right away. I also doubt Belluso was reading children's books when he was in prison. None of this situation makes sense! Not to mention the absolute weirdness of a guy tracking down the victim of a crime from a story he heard from someone else in prison. I can't imagine anyone would do that, or at the very least it seems like they'd go to the cops, not the victim.

And on top of that he has no proof other than "I heard this guy say it while I was his cellmate."

To a certain extent! This is a kind of eating-while-you-drink joint, and a lot of such places make it a point of pride to make as good food as they're able - I mean, you'll notice all of these recipes are really simple, intentionally something you can throw together in a couple minutes with minimal prep. There are certainly plenty of bars with terrible food, though.
