My guess on the DisTown is they will just use HOA's to skirt the laws. It's also possible it will be in an unincorporated area. There is only so much they can do, though. They know the residents won't do anything because this is america and people don't have any power to do poo poo.

Perhaps as the search for beloved books to turn into disappointing movies/shows continues, someone will decide to wave a shitload of money in front of Vernor Vinge and we'll get a The Peace War adaptation (except the bad guys aren't government scientists any more, obviously). Or they'll adapt A Fire Upon The Deep but make the Tines extremely toyetic. Amazon probably won't want to do A Deepness In The Sky because the Emergents seem like basically Bezos' dream future.
