It is a historical agricultural practice but generally I think a lot of places discourage it nowadays. Just today in fact they were also burning the heather on the moors near me, because if they don't it dries out and if the whole moorland goes up they don't have the ability to keep it under control, though this is partly an issue of the moorland being... not necessarily 100% natural, I think it should have a more varied vegetation cover but it is grazed by sheep and I think they eat everything except the heather.
