One comment to a stranger might just be boastful bullshit. If Mawitaan has anything resembling a functioning justice system, they'd need some specifics and some proof before even arresting him, let alone convicting him of anything. e: And for all we know, Kit did get the word back to the Patrol, and they're quietly looking into the guy's affairs. So the supermarket is (I guess) hiring professional murderers to murder Bob the Pig when he goes to the supermarket so I can still eat Bob the Pig's carcass without running afoul of the law.
