The one big possibility is sports anime. Haikyuu, for example, fits all of those criteria and is fantastic. But I'm not sure if the competitive vibe is something you're friend is after

If "children" includes teenagers then I hear good things about A Place Further Than the Universe. I haven't watched it myself but I think it checks off all the boxes.

and, along the same caveat, laid-back camp, although the goal is not clear cut

dunno how young you're thinking, but Baka and Test is a pretty nice little anime

and since we're doing recs, can i have some of my own?

i'm looking for a anime that:

-is like your typical shonen martial arts series
-is NOT dbz, YYH, one piece, naruto, bleach, MHA, ranma 1/2
-preferably something that is not overtly serious and is similar in tone to the anime listed above

uh...and that's it i guess. figured i'd have more requirements but no i think this'll do

For whatever reason it didn't hold my interest but a lot of people really liked Soul Eater. And of course, Demon Slayer is the latest hotness.

Also, the tone isn't exactly like the manga you listed but if you want a good martial arts shonen series it's hard to beat Sexy Commando Gaiden Sugoiyo Masarusan.

I'm sure there are Junji Ito stories that fit this

The progression towards goals are just at a level beyond human comprehension.

If you don't mind dropping the "progression on a certain goal" criteria and make it manga instead, Yotsuba&! is easily the best one out there.

horny jokes are way down the list of recurring gintama themes. obviously, #1 is making fun of the shinsengumi.

Such a good series but would not call it cute. Also big content warnings on torture and (offscreen) rape of teenage characters. Episodes 2-4 especially are rather unpleasant watches.

I’ll admit it being like 20 years since I saw the 4kids localization and am just around 12 eps into the proper show, but I don’t think Cardcaptor Sakura has any actual fighting? The action sequence are more like puzzle solving than anything else.

Yu Gi Oh Sevens is a literal childrens show so it's also something that could be considered. It's got the mood of a Japanese gag comedy.

There's some confrontation and drama. It depends on if you consider card capture as fighting.

As an older series, it might be harder to find.

It's undeniably cute.

also, there's are two instances where students have inappropriate feelings for their teacher and, in one case, the feeling is reciprocated so that's a little content warning for ya. To be fair, in both instances, it only makes up a little bit of the plot in the episodes they are featured in.
