I still don't get teams treating Watson like he's not a big gamble. He's a chance taking gunslinger that uses his speed to buy time who hasn't been near football in a year. Now playing in a Shanahan style system that is all about making the right/conservative choice. Even ignoring the off-field stuff, which you shouldn't, I would not be confident that Watson will be the top ten QB he was.
