I lived in Texas when they had dry counties and you had to cross the county line to get beer. So Billy Bob won't allow it sold in his county, because they are upstanding Baptists. But, you know boys will be boys, so they have to have somewhere nearby. Similar to the Chicken Ranch situation. My friends hometown was right next to La Grange, and there was always condemnation by the locals of the sinning so close to home. Meanwhile, their pickups were regularly seen parked outside.

That graph is really interesting as an example of people tailoring their responses to social mores. Beer drinking is a proud Wisconsin tradition, second only to cheese, and any Wisconsinite will happily tell you about their imbibement. In contrast most southerners will pretend to be good Baptists while putting away a 30 rack of Natty ice every night. I'd love to see per capita alcohol sales by country next to it.
