Russia has a lot of bases and depots in the region, yet the Russian army still hasn't completely captured a city that is practically on their doorstep.

I'd like to point out that the envisioned usage case for the p90 was to equip security forces to be able to defend against spetznatz and VDV dropping behind NATO lines to destroy and/or seize things like oil depots and airports. The collapse of the Soviet Union made that scenario seem unlikely. Here we are in 2022 and every year is worse than the one before it.
