This country is so loving stupid. Like even if you're super hawkish about Ukraine, isn't Russia demonstrating a level of weakness that shows that maybe our threat assessment on US adversaries has been exaggerated and we probably seriously outclass them as it is? We're ostensibly in an inflationary crisis provoked by too much spending, so spending more on a bunch of extremely wasteful poo poo that doesn't actually help anyone seems like a bad solution to me.  Like yeah of course there's a cynical political reason for things politicians do, so on that level I do get it, but I can still be annoyed at them for doing bad things for cynical reasons.

Exactly right. Like you said, the specifics may vary from state to state, but most allow the server to certify mail or print in a local newspaper if in-person delivery proves troublesome. People who think they can avoid being sued by dodging the papers are idiots, it's not this one weird trick courtrooms hate or anything. All the server has to show is that they made a good faith effort to make the defendant aware that they're being sued and the defendant may face the failed delivery costs being charged to them or even summary judgement.
