Would it be government sanctioned? There's been a suggestion that folks are uninterested in the outside because either definite answer would be disappointing: We're all alone in the world, or There's other people but we're completely cut off from them. At the same time they probably don't think about the question every day. Here on Earth we don't know if there is extraterrestrial life, but we don't ponder it every day except perhaps for astronomers.

Outer Science seems to refer to monster study, to some degree. We see a brief mention of it back in Chapter 2. https://www.sleeplessdomain.com/comic/chapter-2-page-18 Anemone also implies that there's monsters roaming outside, so "outer" referring to them would make sense: https://www.sleeplessdomain.com/comic/interstitial-1 I wonder if the reason Anemone has such a connection to the Woman in White is because she's responsible for the great barrier that protects them during the day, and Anemone is responsible for the barrier that protects them during the night. Kind of a sun and moon deal.

There is a monster club as well, so there must be some distinction between outer science and monsters. Feels it's almost certain that girl in white does outer barrier/powers while anemone does night barrier and goops is caught up with whatever is causing monsters. And I bet that they used to be on a team together.

The condescension seems mostly for Anemone. Who, I just noticed, seems to have a somewhat unstable form. Her lines are all distorted in the first panel, and maybe they are getting more stable by the end, but it's hard to tell since it's a wider shot and from a different angle. Definitely still some waviness though. And that bright light at the spot where she got shot is still there in the wider angle, too.
