You might call them settler states if you want to stretch it, but they didn't really do that either. The Normans blended in with local elites everywhere they conquered and settled rather than trying to transform them into new Viking colonies. A settler state seeks to transplant natives by replacing them with settlers from the home nation, and if they can't do that then they'll "settle" (heh) for a racial hierarchy. The Normans would end up adopting local customs, tradition, and language.

I think what really enamors people about vikings is that they're basically "like us" racially or culturally speaking, but because they were pagan that also makes them alien and exotic. Their values also act as a lens through which the viewer can enjoy all the carnage they got up to without guilt, because their fun can be your fun with the distance of a millennia.

It's actually kinda controversial if blood eagle were a thing or just something that was invented later. There's little evidence for it ever happening except for the sagas and even there it's not clear what it is. Capital punishment also weren't that common in viking age, it was much more common to declare someone an outlaw or make them pay a fine.
