At the very least this could be a rare chance for at least a few states to pass laws the requires a duty to act, since there's no way police reform of even something this marginal will happen federally. I know Germany and Norway have actually charged cops for fleeing from a shooting where people were wounded and magdumping without regard for background in an otherwise justified shooting respectively.
