The statement is really oddly specific though. Like even if you believe them after saying that unprompted, they deliberately not saying anything about cops shooting and killing teachers, non-fatally shooting kids, or killing kids with their bare hands.

It was initially attempted to be adopted into professional settings (though it definitely existed long before then in the pedo-defense community) in a book by Allyn Walker, a former ODU professor who got fired for it. That's where I first heard the term at least.... Still, I'm guessing it's easier to get treatment if you can tell your therapist "I'm an MAP" rather than "I'm a pedophile".
