Cincinnati has an entire subway line they built in the 1920s (with stations and everything) and then never actually opened. could have been a game-changer, given how the presence of rapid transit allowed places like Chicago and Boston and NYC to avoid being completely hollowed out like the US cities that bet on cars and freeways instead largely were

PDP-1 posted:idk about the fictional book you're looking for, but it sounds like it was inspired by the Calhoun "rat utopia" experiment: It most definitely was. It was a pretty clever, very blunt plot device in this story. He was replicating their experiment and due to funding, was doing it in his own home. At extremely high overpopulation levels, one rat in his experiment started killing all the others and as he watched them he learned of a spree killer outside, I think he starts personally investigating because he feels some amazing connection here, you know pretty standard stuff. The book may have been informally suppressed, I mean the killer used hardware store insecticides, I think it was probably pretty loving scary to have on the shelves. But the general impression it always left in my memory is still that there is a subvisual haze enveloping everybody, it affects how everybody behaves and what they believe. The novelist attributed it to whatever people were believing about those experiments and about population pressure at the time. Over-stimulation from over-population making unstable people flip their wigs and start killing. I think opinions are a lot more nuanced than at that time though. Partly thanks to the Rats of Calhoun.
