The only requirement is for a proposed amendment to be approved by 3/4 of state legislatures.

sometimes when I imagine how a constitutional convention would go down I picture poo poo like populous states demanding that votes be apportioned by delegates (or something like that - iirc the states get delegates in proportion to population, but each state delegation gets one vote) then I remember that I'm talking about the democrats
