He couldn't see his pit board due to team's pit placement. And the timing tower in Barcelona, unlike literally any other track, has the final lap as 0 rather than 1, so he got confused when starting the final lap. It's a bad mistake to make, especially since Barcelona is his home track and where he has raced most, and the lap counter there has always been like that.

Best theory I saw on Twitter is that most the local riders look at the timing tower display as opposed to the pit boards and the way the lap count is displayed is different.
