It's basically like a GS7 to 9 making awesome money in Alabama but lol you're hosed if you work in D.C. All that to say, cop pay isn't a big issue. Their kind of training (and lack of budget in many departments to do more than mandatory annual firearms quals, and never being able to do force on force and shoot/no shoot trainings) and lack of accountability when they gently caress up is the major issue with policing today.

It's a completely haphazard way. Fed LEOs get fed funding. State Troopers / State LEOs are paid through the state budget. County Sheriff Offices or County PDs are paid through the county. City or municipal PDs are paid through the city or towns. However, they sometimes get funding from county if they take over jurisdiction from county PDs. State, county, and municipal can also all get federal grants for specific things like equipment upgrades (radios, computers, body armor) or for specific tasks (like assigning a guy to a state or region counterdrug task force). There's also federal funding through the national guard that trains state and local cops in counterdrug stuff, with training in everything from more thorough traffic stops, drug identification, online dark web investigations, TECC, to video / audio surveillance to high risk warrants and more. State and local agencies can also get ex military gear for free. This includes ridiculous poo poo like MRAPs and APCs, to rifles and shotguns for patrol cars. The state and local PDs have to spend a shitload of money on maintaining those vehicles, though, so it's almost always better and more cost effective for an agency to buy an armored Bear Cat armored vehicle rather than accept a feee MRAP they have no clue how to maintain. It's a haphazard system and states each have their own training councils that set up standards for all police agencies within that state. If I were a billionaire and interested in politics I would create a non-profit whose purpose would be to ease the process of individuals wishing to move from urbanized blue states to rural red states through a variety of grants and loans. These programs would be aimed at targeting close red states and districts where a couple thousand blue voters could tip things. Helping people get in touch with their desire to farm/prospect/whatever on their own property in states that they otherwise would avoid like the plague in order to counteract the effects of the electoral college seems to me to be the cheapest and most expedient way to drive political change in our country. I used to be strongly on the side of those that argued that expanding the court would open up an unsustainable can of worms. I still believe that. I also now believe that the Court has to be destroyed as an institution and replaced with something less powerful and more accountable.

The only solution is to get rid of the Supreme Court and have a general election for "Court President" Then abolish the Senate and House and elect a "President of Congress". Each President picks a cabinet and veep. Thus is born the Triumvirate. As we all know a tripod is the most stable structure, and each office will be held to the same term limits and recall. Each branch lives and works in their President's favorite Smithsonian museum, meeting as a Triumvirate monthly in the reflecting pool under the Washington Monument. Everything else is as normal, except there's a top age limit of 50 to be elected, and restaurant service is mandatory like the IDF. The SCOTUS can stay, we just randomly appoint Circuit Court Judges to an 18-month term as SCOTUS Justices. Once your term is up, you can't be selected again for three years. At the very least, every case will get the same chance it does when it's originally assigned in a lower court, and there would be 12 judges (11 Circuit Court Districts + DC/Federal). But yeah, nine typically self-important people whose main accomplishment was never being so controversial or progressive that they couldn't pass a confirmation vote, who were never elected, having more power than the Executive and Legislative Branch is a problem.
