You'll get a fatal exposure almost instantly at any concentration that you can see, but you can absolutely receive a fatal exposure at lower invisible concentrations if you extend the duration of exposure. There are probably concentrations that aren't visible that would be fatal at just a minute or two, but I don't really know the thresholds. In this particular video, there probably hasn't been enough time for the gas to diffuse much beyond the visible cloud, but it wouldn't take long for there to be an invisible but still potentially fatal boundary around the edges.
