No, he's just bald. Look at how there's the ring around the top of the "tonsure" and long strands of hair from that point are all combed upwards and inwards. It's a pile-on instead of a combover but it's doing the same thing.

It's supposed to make him look like a lovable scamp, and as if he's unconcerned with his personal appearance to make him look more like a genuine person rather than a plastic politician. Multiple people who've worked with him have noted that he deliberately messes up his hair before going on camera if it looks too neat. EDIT: I also have a bit of a sneaking suspicion he believes that it makes "Eton Mess" a more ready insult to be used against him, which I expect is an insult he actually likes, since it reminds people he went to Eton. I know I've talked about this before but it's wild to me that Israel just doesn't seem to meaningfully have a left at all. You'd think the context would ensure at least a few people would do some self reflection and argue convincingly enough to win over a decent number of voters. Speaking of Israel I've noticed a whole bunch of tourist ads for the country recently. That's new. Saudi as well, weirdly. Weird to see all of these godawful places decide to funnel a bunch of money into PR campaigns all at once. E: I remember seeing footage of a big zionist demonstration at one of the top Israeli unis and it was scary to me how vicious even the supposed intelligentsia of the country were towards arabs - not just a few radical students but a bunch of well established professors etc too. E2: I tell a lie - there is a tiny left wing in the knesset. The Israeli communist party (running as part of the joint list) even has two whole seats!
