I think a big part of it is just that Deadlock bothers to try to book them. A lot of places don't really care about women's wrestling and it shows

Deadlock (Pulse especially) are big Joshi fans and were a reseller of ChocoPro merch through the pandemic as well as donating to the shows constantly. Emi’s pinned tweet is a video Deadlock made for her. Wouldn’t be surprised if Emi was vouching for them

I also wonder if this is partially motivated by the booking - in short it was meant to be Nozaki-Suzu in the Catch the WAVE final for the belt and Nozaki got hurt so they subbed Takase in and Suzu won: if she wasn’t meant to and she’s not at 100% then considering her upcoming schedule (the 5 Star, the Shida match, etc) they might have made a decision to rest her rather than her losing immediately. They did an angle at OZ Academy to build a Prominence vs Ozaki-gun match in mid August with Suzu in it so they aren’t yanking her from things.
