Although he's portrayed more favorably then you expect from that, he's still playing to the trope of 'US defector to Russian military.' That said, Blue Moon are patsies at worst in 1 and straight up protagonists in 2 and DS, but I think it's more Nintendo being sensitive to putting out the Fun War Game while a real life nation committing real life war crimes is fresh in the news. It's not even the first time Advance Wars specifically has been hit by this- I think the first game got delayed in America due to the World Trade Center, so I'd expect this to be held up about as long.
