My friend adopted an old rescue last year who barks at everything when she isn't around. I love that his light taps at your leg means he wants to be picked up and he tries to be a lapdog, he's so fidgety until you give him the ear scritches and then he basically passes out. He just celebrated his 12th birthday.

If cat communication and vocalizations are not entirely instinctual, if it is partly learned, then it makes sense that some cats could learn to vocalize all the time even to other adult cats. In the wild quiet cats have an advantage avoiding predators. It's less essential for pampered pets.

That's true, but not all cat vocalizations are meows. When you see people talk about cats not meowing at each other, they mean meows specifically. They obviously vocalize.
