Wouldn't be surprised if there's more to it than this, but I typically see concrete structures split into multiple sections to allow for thermal expansion and contraction. Also occurs to me it could be a place that doesn't see freezes. Besides all that they may have made cuts that aren't shown and it looks to me like it's just decorative so they may not be too concerned about its structural integrity. Went through lots of that at a weed grow, usually replaced annually, easier to replace it all than clean it, I guess was the logic of that grow. I suppose you could use it for electrical conduit but that's not a rated use. Typically flexible electrical conduit is gray.
